Jilin Province Launches Service-Sector Expansion and Quality-Upgrade Plan: What Foreign Founders Should Know
Jilin Provincial Government has issued an implementation plan to expand and upgrade its service sector, targeting a 1.2 trillion yuan service economy by 2030. The plan outlines six priority service industries for foreign founders to consider when structuring or expanding a company in China.
Jilin's New Service-Sector Plan at a Glance
The General Office of the Jilin Provincial People's Government has issued an implementation plan for expanding capacity and improving quality in the province's service sector. The document, numbered Ji Zheng Ban Fa [2026] No. 9, was signed on 14 July 2026 and published on 21 July 2026. It responds to the national services conference and the State Council's opinions on service-sector expansion and upgrading (Guo Fa [2026] No. 7). For foreign founders, the plan signals which service industries the province intends to support and where commercial opportunities may develop.
Headline Target
The plan sets an aim for Jilin's service sector to reach a scale of 1.2 trillion yuan by 2030, with services playing a stronger role in driving economic growth. It describes a "6+6" system of distinctive service industries. The document states that the approach combines market forces with government action, links expansion with quality improvement, and balances development with supervision. It emphasises demand, reform, technology and openness, with policies tailored by industry category.
Six Service Areas to Watch
Automotive Aftermarket Services
The province plans to apply for national pilot status for automotive distribution and consumption reform. It will regulate the vehicle modification market and support professional modification of vehicle appearance, interiors and functions, cultivating standardised, branded operators. Vehicle repair is to shift toward environmentally friendly, standardised and smart services. The plan sets targets of 300 vehicle emissions maintenance stations and 1,000 new-energy vehicle repair enterprises. It also calls for better short-term car rental at airports and high-speed rail stations, forming one-stop travel networks combining flights or rail with car rental. Automotive tourism is included, with public car events, new or upgraded RV camping sites in core tourism areas such as Chagan Lake, Changbai Mountain and along National Highway G331, and support for display projects at the FAW museum. Exhibition services tied to the automotive industry are also to be developed.
Agricultural Services
Jilin aims to build a three-tier agricultural service system at county, township and village levels. Targets include 50 county-level comprehensive agricultural service centres, 500 township-level centres and 5,000 village-level stations. The plan promotes contracted farming services such as land preparation, planting, pest control, harvesting and drying. It also encourages green agricultural techniques including soil testing and formulated fertilisation, conservation tillage, biological pest control and aerial spraying. Investment is planned in high-standard grain storage warehouses and low-temperature finished-grain reserves, with usable grain storage capacity targeted at 50 million tonnes. Agri-tourism activities such as picking, farming experiences, rural homestays and agricultural study tours are also covered.
Modern Logistics and Supply Chain Services
The plan calls for upgrading national logistics hubs in Changchun, Jilin and Hunchun, and national cold-chain logistics bases in Changchun and Siping. Smart logistics is to be expanded, with key industrial parks encouraged to bring in comprehensive and specialised logistics firms. Bulk cargo such as grain moving south and commercial vehicles is to shift from road to rail and water. The plan promotes single-document multimodal transport, with a target of three backbone multimodal operators able to take end-to-end transport responsibility and 100 multimodal routes. New air logistics routes and drone logistics distribution nodes are envisaged, alongside research into low-altitude logistics solutions. The plan also encourages integrated procurement, warehousing, distribution and supply-chain services, and aims to cultivate two to three competitive integrated logistics providers. The ratio of total social logistics costs to GDP is targeted to fall to 13.3%.
Satellite and Information Services
Jilin plans to accelerate the Jilin-1 satellite constellation and take part in the national satellite internet system, building ground infrastructure for satellite data reception and observation. A provincial satellite data pool and service platform are planned, with graded and moderate open access under security safeguards. Standardised satellite application products are to be developed, applying remote-sensing data in agriculture, ecology, forestry, tourism, transport and emergency response. The plan aims for annual revenue growth of 20% in the space information data industry. It also plans computing clusters in the Changchun metropolitan area and a green computing cluster in western Jilin to support local satellite image storage, interpretation and processing.
Technology Services
Focused on optoelectronics, new energy, new materials, new medicines, modern agriculture and ginseng, the province plans 30 dedicated research programmes. It aims to establish 100 concept validation centres and pilot-testing centres for commercialising research results, and to certify provincial-level industrial design centres while encouraging manufacturers to build their own. Support is also promised for traditional research institutes, including formation of a provincial industrial science and innovation group.
Practical Implications for Foreign Founders
- Check industry fit: The six areas above indicate where provincial support is directed. A foreign-invested enterprise considering Jilin should assess whether its activities fall within these categories.
- Watch pilot programmes: The automotive distribution pilot application and satellite data platform may create new market access points once implemented.
- Plan for local partnerships: Many measures rely on service networks, parks and operators. Identifying local partners early can help.
- Monitor implementation: The plan sets targets, not individual entitlements. Specific rules and procedures will follow through separate documents.
Foreign founders should note that the plan is a provincial policy framework. Company registration, licensing and foreign investment rules remain governed by separate national and local regulations. Professional advice should be sought before committing capital.
